SECTION ONE: PHILOSOPHY OF MINISTRY
My Ministry Focus:
Our focus is on ministering Christ, in the inner cities, to the hurting, the hopeless, and the hungry! Our main focus of ministry is in the darkest, poorest, and the drug infested areas of the inner cities of America. The lost in our inner cities, for the most part, are not walking into our local churches to get saved. The church has not really made an impact in the inner cities, when it comes to reaching the lost. We are called to bridge that gap, all across America. We are called to plant inner city churches, all over America, that focus on reaching the homeless, the drug addicts, the women that are trapped into the life of drugs and prostitution, and the children that are living in the hood and in the projects.
My Attitude for Ministry is:
We believe if Christ was still walking on this earth, that His main ministry and focus would be in the inner cities, the hood, the projects, on the streets, in the gutters, down every alley, under the bridges, in the crack houses, at the homeless shelters, and in the jails, and prisons. We want to be the hands and feet of Jesus Christ. We believe that the darker it is, the greater the light of the Gospel shines. We believe that there is hope of salvation, healing, deliverance, restoration, and transformation for every homeless person, drug-addict, and prostitute in every city, regardless of how each one of them has ended up in that condition. In fact, we believe that they are the key to revival and the secret for taking that city for Christ. It all lies in the rubble and in the ashes of every city.
My Motivation for Ministry is:
The ultimate goal for our ministry is to see the lost come to know Christ as their personal Lord and Savior, to experience Christ’s healing touch, to be delivered from every addiction and every demon, to be restored, and to be transformed by the power of God. We want to see them plugged into a local church, where they can get to KNOW Christ, GROW in Christ, and eventually GO for Christ in the mission fields themselves.
My Ministry Values are:
Christ Centered: Every program, outreach, and ministry that we birth, run, or oversee will be Christ centered. We will preach Christ, demonstrate His love, and fulfill His Great Commission, without any level of compromise. Worship Services, discipleship, evangelism, equipping the saints, fellowship, and raising up leaders, will be the DNA of who we are and what we do.
Committed: We will be committed to our dedication to God. We will be committed to our families. We will be committed in reaching the lost in our cities. We will be committed in preaching the Gospel to the poor. We will be committed to lay hands on the sick. We will be committed to cast out devils. We will be committed in building strong relationships with pastors, churches, ministries, and agencies in our communities. We will be committed to the people to who God sends us. We will be committed to the calling of discipleship. We will be committed in reaching the hurting, the hopeless, and the hungry. We will be committed in having weekly worship services. We will be committed in planting Spirit-filled, Assembly of God Churches, all over America. We will be committed in raising up leaders. We will be committed in everything we put our hands to do.
Consistent: We will be consistent in our daily devotions to our God. We will be consistent with our walk with Christ. We will be consistent in our calling and will not mission drift. We will be consistent in our evangelistic outreach efforts. We will be consistent in our teachings and trainings. We will be consistent!
Compassionate: We will be compassionate for the people in the inner cities. We will be compassionate to the homeless. We will be compassionate toward the women that are trapped into the life of drugs and prostitution. We will be compassionate toward those whom are hurting, struggling, disappointed, experiencing loss, or those who are addicted and afflicted. We will have compassion on the lost!
Cooperative: We are cooperative to the leading of the Holy Spirit and to his promptings. We are cooperative to the General Council of the Assemblies of God, the Arizona Network, the U.S. Missions Department, my sectional presbyter, and to local churches and pastors.
SECTION TWO: OBJECTIVES
- FIRST OBJECTIVE: To Birth Inner City Outreaches
Goals for first objective:
- To Birth a Homeless Ministry
- To Birth a Prostitution Ministry

Action Plan to Birth a Homeless Ministry:
- 1) We will go out on the streets several times a week and get to know the city and where homeless people live, eat, get help, and congregate.
- 2) We will build relationships with the homeless through our love, compassion, prayers, meeting their practical needs, and consistency.
- 3) We will build relationship with other churches, ministries, homeless services, and collaborate with them.
- 4) We will evaluate the needs of the homeless in the city and what gaps exist in helping the homeless.
- 5) We will learn the resources of our city where we can effectively find help for our homeless friends (shelter, food, ID’s, detox, rehab, etc.).
- 6) We will show unconditional love and offer God’s grace and mercy.
- 7) We will develop weekly outreaches that focus on reaching out to the homeless.
- 8) We will create regular outreach opportunities to get people involved.
- 9) We will use many forms of social media for awareness, excitement, and opportunities.
- 10) We will develop an outreach team that is committed in helping reach our homeless friends with the Gospel.
- 11) We will train and equip an outreach team, have ministry protocols, and safety guidelines in place.
Action Plan to birth a Prostitution Ministry
- We will do research on the Internet to find out where prostitution exist in our cities.
- We will learn resources in our city where we can get the women help and connected.
- We will begin to take our core team out into those identified hot areas, loading down with hygiene kits, socks, food, drinks, and resources.
- We will build relationships with the women, let them know that we love them and care about them, and that help is available.
- We will show them love, grace, and compassion.
- We will pray for them and begin to encourage them to believe God for a brighter day, and for a brighter future.
- We will be very patient with them and not try to force anything on them.
- We will identify those who are wanting help and are wanting free from the life of drugs and prostitution.
- We will connect them to detox centers and into Christian rehabs.
- We will continue to walk life with them and help them stay connected and free.
- We will continue to build a strong team of believers who have a burden to help us rescue women from the life of drugs and prostitution.
- We will train and equip all new volunteers and put into place safety guidelines and ministry protocols.
- SECOND OBJECTIVE: To Plant Inner City Church
Goals for second objective:
- 1) Work with Arizona District to Plant a Church
- 2) Start weekly services
- 3) Raise up A/G US Missionary Pastor
Action Plan to Work with Arizona District to Plant a Church
- Meet with The Arizona A/G Network Officials about planting a church in the Arizona District.
- Submit an application to The Arizona District.
- Develop a Strategy to plant a church and share that strategy with the Arizona Network.
- Present a ministry plan to the Network that includes our financial structure, name, location, and our vision.
- Find a sponsoring, or several sponsoring churches that will help us in our journey, and partner with us.
- Build a strong relationship with our sectional presbyter and receive his blessing to plant a church in his section.
- We will attend a Launch Conference to ensure a successful church plant.
- My wife and I will meet with the Network Presbytery for an interview.
- We will meet with the Arizona Network Bookkeeper.
Action Plan to Start Weekly Services
- We will begin to identify several people who love the Lord, desire to grow in their walk with Him, love to worship Him, and wants to study God’s word together as a group.
- We will identify a meeting location, day, and a time frame to begin to have meetings.
- We would begin our weekly small group worship service and allow gradual growth as we continue working with the Arizona Network and with A/G U.S. Mission’s Department.
Action Plan to Raise up AG US Missionary Pastor
- Identify a leader who has had a true conversion, is called of the Lord to serve in this capacity, been filled with the Holy Spirit, is living his or her life above reproach, is a candidate for U.S. Missions, and to receive credentials with the Assemblies of God.
- Take him or her under our leadership and expose that person to inner city ministry.
- Give him or her opportunities to minister on the streets.
- Mentor, disciple, train, encourage, support, and help the individual through the process to become a U.S. Missionary Associate, under our leadership, with the M.A.P.S department.
- Help the individual to learn how to share the vision with passion to their family and friends, to build a network partners that believe in him, and wants to help them pursue the calling as a missionary.
- Help the individual memorize the 16 fundamental truths of the Assemblies of God.
- Help the person get through all of the schooling with Global University to be considered as a candidate to receive credentials with the Assemblies of God.
- Help the individual through the process of becoming nationally appointed as a U.S. Missionary, and to become fully funded.
- Delegate more of the responsibilities over to the person, as I continue to oversee the church plant.
- THIRD OBJECTIVE: To Develop Effective Discipleship Program
Goals to Develop Effective Discipleship Program
- 1) Find Location
- 2) Find Good Discipleship Curriculum
- 3) Implement Discipleship Program
Action Steps to Find Discipleship Location
- Continue to minister to the hurting, the hopeless, and the hungry.
- Pay close attention to abandoned or empty buildings in the area that we are doing our street outreaches.
- Approach the city or the business owner about renting, leasing, or buying the facility.
- Make sure the facility is zoned properly for our ministry, that the building is usable, in the right location, affordable, and can accommodate.
Action Steps to Find a Good Discipleship Curriculum
- Talk to other A/G pastors about what discipleship curriculum they use or would recommend.
- Talk to other ministries that serve the people in the inner cities to see what they use.
- Check our resources on Gospel Publishing Online store.
Action Steps to Implement the Discipleship Program
- Raise the funds needed to buy the discipleship curriculum that we choose to use.
- Purchase the material.
- Study the material.
- Set up the time and location of where we will begin our discipleship program.
- Invite people to be a part of our discipleship classes.
- Register them.
- Begin teaching the classes.
- PERSONAL OBJECTIVE: To Grow in wisdom and knowledge
Goals for fourth objective:
- 1) Become Ordained with A/G
- 2) Memorize 6,000 new scriptures in 5 years
- 3) To Read one new book every month
Action Plan to Finish required classes for Ordination
- I need to get with the Arizona Network to find out what classes they recommend for me to complete for ordination.
- Enroll in recommended classes for ordination.
- Commit to complete a class every 3 months.
- Complete all required classes for ordination.
- Apply with Arizona Network for ordination.
- Go through interview process for ordination.
- Receive ordination credentials.
Action Plan to Memorize 6,000 Scriptures in 5 years
- Identify the books of the Bible that I want to memorize. (I have already memorized 16 books of the New Testament in previous years).
- The book of Mark, Romans, and Acts are high on my radar of books to memorize, and I have already started to memorize the book of Mark.
- Commit to memorize five verses a day, five days a week.
- Keep a journal to ensure I stay on track.
Action Plan to Read One New Book a Month
- Buy a new book every month.
- Read one chapter a day.
